MW : LONDON (MarketWatch) -- Shares of the following companies made notable moves in pre-open action on Monday.
 
Cell Therapeutics (CTIC 1.81, +0.12, +7.10%) rose 5.3%. The Food and Drug Administration has accepted and filed for review the company's new drug application for pixantrone as a U.S. treatment for relapsed or refractory aggressive non-Hodgin's lymphoma.

Electro-Optical Sciences (MELA 9.49, +1.57, +19.82%) rose 7.3%. It's developed a computer-assisted device, currently being reviewed by the FDA, that could make Electro-Optical a "powerhouse in medical devices," Barron's said over the weekend.

Nokia (NOK 12.74, +0.25, +2.00%) rose 1.5%. The world's top maker of mobile phones announced its first-ever netbook, which will be powered by an Intel (INTC 18.91, +0.02, +0.11%) processor. Separately, Deutsche Bank downgraded Nokia to hold from buy, citing competitive pressure increasing into 2010.

Decliners

HSBC Holdings (HBC 54.31, -0.33, -0.60%) slipped 0.9%. The bank was put on Merrill Lynch's least-preferred Europe banking stock list, with the brokerage saying that while it doesn't see a reason to short the stock, it doesn't see an obvious catalyst, etiher.

Sears Holdings (SHLD 64.39, -1.63, -2.47%) fell 3.1%. The retailer's stock could fall by as much as 50% should problems drag on, according to a Barron's report.
